While this cards pack tactics ability is certainly nifty (gifting you a free 1/1 Gob if your attacking creatures powers are equal to six or more), its this cards one red and one colorless activated ability that truly shines: being able to give haste and a healthy boost to all of your Goblins powers can sometimes end a game (for one player, at least) on the spot
Note that you cannot pull counters off players, just permanents, which is bad because this isn't an answer to Experience Counter abuse in Commander
Yawgmoth's Will helps here, too, because you can reuse a Dark Ritual, a Cabal Therapy, a Duress, and so forth
[card]Heros Downfall[/card] shines much brighter just for the added ability to kill a Planeswalker on your opponents end step

Removal spells that stick around and help the team are pretty good from where I am sitting
